Since Broadcom Released the new Express Patch 9.1.0400 you might need to download those files to your offline depot so that on one side your fleet depot can access those binaries or you are able to leverage the new files for your VCF deployment.
The command itself is easy and can be altered depending on your version:

You might need to fix the permissions so that nginx is able to access these files:
chown -R nginx:nginx /var/www/build/PROD/ && chmod -R 750 /var/www/build/PROD/
Also it is nice to see that a new version of the vcf-download-tool is also downloaded, that saves logging into the broadcom support portal and transfering the files over to the offline depot.
